Ten years ago before the beginning of the series, a strange territory known as "Hell's Gate" appeared in Tokyo, and with it emerged those known as Contractors and Dolls. Hei, messier code BK201, is one of these Contractors, people who have gained special abilities/powers due to this event. However, in turn of being granted these powers, Contractors must perform a remuneration, or payment, for using them; these can range from anything to eating flowers to drinking the blood of children (mmm), and other odd tasks. In addition, those who know about the existence of Contractors see them as cold-blooded killing machines, only concerned about themselves in the long run, and only interested in the most efficient and logical way of dealing with the task at hand. Though this isn't to say that they don't show any emotion at all; there are many cases where they do, to different extremes depending on the Contractor and the situation.
Hei is a little different, though. Despite not being above shanking, killing, etc., he despises Contractors, calling them liars and murderers. He even tells one, "people like you don't deserve to smile"... right before he kills him lol. ): That and it's been hinted at that he has no remuneration, although it was believed to be eating massive amounts of food at first. Apparently, Hei just eats a lot because he is a very hungry boy who will no doubt be fat by thirty.
Also, Hei's ability is basically the power to manipulate electricity at will. He can do anything from charging up a broken TV to electrocuting those who get the eff in his way. Though he needs something to act as a conduit for this (in other words, he can't just make electricity fly through the air or whatever), which is where his trademark weapon comes in handy. It's basically a knife on a most-likely metal wire which he can use at a long distance. It's a lot cooler than it sounds, I swear.
Hei and his teammates Yin, Mao, and Huang, work for the Syndicate, an organization whose goals are rather vague at this point, though they obviously have an interest in Hell's Gate. It's also been revealed that he's looking for his sister Bai who went missing after the disappearance of Heaven's Gate five years ago and he's searching for a girl named Amber, someone connected to Hell's Gate and possibly the disappearance of his sister as well.
HOWEVER. He does not run around in his spiffy mask as BK201 all day long. On the surface, he goes by Li Shunsheng, under the guise of a Chinese exchange student. As Li, he's timid, well-mannered, and an all-around pretty normal guy. He even sometimes acts like a bit of a klutz, although he's completely likable in just about every way. Not to mention he dresses normally as Li. Needless to say, this is the side he will be showing people when he arrives on the island.
